Information about responsibility for packaging and producer responsibility for Private Label
The EU Packaging and Packaging Waste Regulation (PPWR) introduces new requirements regarding packaging design, documentation, and labeling. For products sold under a private label (PL/Private Label), the brand owner is generally responsible for ensuring compliance with these requirements.
The company that manufactures or markets a product under its own name or trademark is generally considered the responsible manufacturer under the PPWR. This means that the brand owner is responsible for ensuring that the packaging complies with applicable requirements related to documentation, labeling, and regulatory compliance.
In many countries, this also means that the brand owner is responsible for the Extended Producer Responsibility (EPR) obligations for packaging, including registration, reporting, and payment of any applicable packaging fees.

Labeling and Traceability Requirements
The PPWR also includes requirements for packaging labeling. These requirements will be introduced gradually and may vary depending on the type of packaging. For private label products, the brand owner is generally responsible for ensuring that the labeling complies with applicable requirements.
This may include, among other things:
- Name or registered trademark of the responsible economic operator
- Postal address and email address
- Batch, serial, or article number for traceability
- Material identification and sorting labels in accordance with forthcoming harmonized EU requirements (planned to apply from 2028)
- Labeling of reusable packaging, where applicable
- Other information required under the PPWR or national legislation

Responsibility for registration, reporting, and payment of packaging fees may vary between countries and depend on how the distribution chain is structured. We therefore recommend that each brand owner verifies its obligations with the relevant authorities and producer responsibility organizations in the countries where the products are sold.
